yes it is... meaning also same but when u ask 2 someone "could i ask u a favour" its showing some politnes.

"Could" is used with, "I" i.e. "Could I ask you a favor?" and "would" is used with "you" i.e. "Would you do me a favor?" Could is still more polite. Would is used with people you know, like a friend

After lookeing at example number 2. Let me restate. "Would" shouldn't be used with "I" when asking for a "favor". "Could" can be used with both "I" and "you" and should be regarded as the more polite form. But as for "could you" and "would you" they can be used interchangeably. There is not set "rule" on when to use one over the other.
